NEW RESIDENT INFORMATION

Application for service must be made in person at the Village Clerk’s office. In accordance with Red Flag Rules, two forms of identification are required for registration and one must be a photo ID. A meter deposit of $150 for electric service and $100 for water service is required from all renters.  The Village Clerk’s office hours are 8:00 am – 12:00 pm & 1:00 pm – 4:30 pm, Monday thru Friday.

UTILITY CHARGES:

Electric and water meters are read electronically and billed monthly. Sewer charges are based upon water usage and are also billed monthly. All customers are charged a monthly $10 water debt service fee for the Village’s new well and water treatment plant. All users of the water system are charged a monthly $12.50 storm sewer debt fee for the separation of the Village’s combined sewer system. Utility bills are mailed early in the month. If you have not received your bill by the 10th, please call the Clerk’s office. Payments are due by the close of business on the due date shown on the bill. Payments received after the close of business on the due date are considered late and will be penalized. Delinquent accounts will receive service disconnection notices. Failure to pay by the 15th of the month will result in the disconnection of utility service and a fee will be charged for reconnection: $50.00 during working hours or $100.00 after working hours. We offer free automatic debit from checking or savings accounts and accept debit cards, credit cards, and e-checks through our website payment portal.

ONLINE & MOBILE UTILITY PAYMENTS:

The Village of Ladd accepts online and mobile utility payments.  Customers can pay from anywhere, seven days a week, 24 hours a day.  To pay, simply visit the Village’s website and click on “Payment Service” in the center of the home page.   Customers can make a credit/debit card or checking/savings account payment.  Customers will also have the option to make an immediate payment, schedule a payment, or set up Auto-Pay and not have to worry about making a payment for each bill.  To cover costs charged by payment processors and credit card companies, a convenience fee of $1.00 for checking/savings payments and 2.90% (plus 30 cents) for credit/debit card payments has been instituted.  The Village of Ladd does not receive any revenue from these fees.  If you have any questions, you can call the Clerk’s Office 815-894-2440.

TEXT & EMAIL ALERTS:

Residents are encouraged to sign up for text and e-mail alerts through the Bureau County Republican.  Alerts are sent for pertinent Village news such as water main breaks, boil orders, planned electric outages, delays in trash collection, etc.  To opt-in for emergency alerts, download the OnSolve Code Red App – it’s free      

TRASH:

The Village’s waste contractor, Republic Services will collect residential trash every Wednesday. Use your wheeled blue toter with the dark blue lid for trash.  During a week in which a holiday falls before or on our normal collection day of Wednesday, the day of service will be delayed to Thursday. The holidays observed are New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day. Please have your trash out by 5:00 am on collection day.  Each residence is charged a $12.00 monthly fee for trash & recycling collection service.

RECYCLING:

Republic Services will collect recycling every other Wednesday.  The following items can be placed inside your wheeled blue toter with the light blue lid for recycling:

Paper
Paper (staples ok), newspaper, envelopes, junk mail, phone books, brochures, magazines

Plastic
Water bottles, take-out containers, soda bottles, bagged film plastics

Glass
Bottles (clear, green, brown), jars

Cardboard
Ream wrappers, file folders, poster board, frozen food boxes, cardboard boxes, milk cartons

Metal
Aluminum beverage cans, food cans, scrap metal

Special Handling – These items should never be mixed with regular recycling and require special handling:
Incandescent light bulbs, fluorescent tubes, computers & electronics, needles or syringes, hazardous waste, paint, toxic material containers

Non-recyclables – Aerosol cans, aluminum foil, batteries, food waste, mirrors or ceramics, stickers and address labels, Styrofoam, tissue, paper towels, or napkins

BULK ITEMS:

The waste contractor will collect one bulk item per week from each residence. Examples of bulk items that will be collected include, but are not limited to: sofas, recliner chairs, tables, box springs, mattresses, dressers, toilets, and windows. All mattresses and box springs must be inside a plastic bag for collection.  Mattress bags can be purchased at Walmart and Harbor Freight.  Bulk items not included are: appliances, construction and demolition debris, and any item that contains or had contained PCB, mercury, CFC, HCFC refrigerant gas, and any item containing hazardous material. Collection of more than one item per week and items not within the definition of bulk items shall be an additional expense to the resident at prevailing rates. The weekly large item pickup replaces the Village’s annual Cleanup Day.  For more information, contact Republic Services @ (866) 875-2293.

ELECTRONIC ITEMS:

Effective January 1, 2012, the Illinois EPA has banned the landfill disposal of the following electronic items: televisions, monitors, printers, computers (including tablet computers), electronic keyboards, facsimile machines, video cassette recorders, portable digital music players, digital video disc players, video game consoles, small scale servers, scanners, electronic mice, digital converter boxes, cable receivers, satellite receivers, and digital video disc recorders.  To assist our residents with the disposal of these items, the Village has sponsored electronic recycling events.  Bureau County also sponsors electronic recycling collections around the county.

YARD WASTE:

Republic Services is offering Ladd residents the option of collecting yard waste under the following terms: any household wishing to utilize the yard waste option must pay $96.00 sign-up fee to Republic Services BEFORE April 1st of each year.  These households will be allowed to place an unlimited amount of yard waste at the curb in biodegradable bags from April through November (8x$12=$96). Small amounts of twigs and brush must be bundled three feet by three feet.  To sign up for yard waste service, please contact Republic Services at 815-434-2035.  You can pay by check, credit card or debit card over the phone.

BURNING:

Outdoor burning of landscape waste from your own yard is allowed from 8:00 am – 6:00 pm, Tuesday, Thursday, and Saturday only. No burning is allowed on Monday, Wednesday, Friday or Sunday.  Leaf burning is not allowed on Village manholes, streets, sidewalks, alleys, or other paved areas.

SEWER BACKUP REPORTING:

The Village of Ladd is in the process of implementing a CMOM (Capacity, Management, Operations, and Maintenance) Plan for the Sanitary Sewer Collection System.  In order to improve the ability to identify where basement backups and overflows occur, a system of record-keeping will be implemented.  For each complaint or notification received by the Village concerning a sanitary sewer overflow or a basement backup with the potential of being caused by issues with the Village’s collection system, a report will be generated.  A form has been created for the purpose of keeping these records.  Residents are encouraged to print, complete, and submit the form to the Village Clerk’s office when they experience a sewer backup event.  Forms are also available in the Village Clerk’s office.  For more information, contact Superintendent Doug Englehaupt @ (815) 894-2806.

DOG TAGS:

Village dog tags are required for all dogs within the Village limits.   Tags are $5 per dog each year and are valid January 1st through December 31st. Proof of rabies vaccination is required upon registration. This tag is in addition to the Bureau County rabies tag. Dogs are not allowed to run at-large in the Village.  Please be a responsible neighbor and clean up after your pet.

GOLF CART LICENSES:

Golf carts must be registered and have a current Village of Ladd license sticker attached to the vehicle.  License stickers are valid April 1st thru March 31st.  For information on registering a golf cart, go to Home Page>Residents>Golf Carts.
